Eagle Artillery in Clash of Clans is one of the most powerful building in terms of defense. It can be unlocked at Townhall level 11 with an attack range of almost the entire map. Having this at Th11 has a big advantage defending your base resources and during the clan war battle.
"The Eagle Artillery has nearly unlimited range and targets tough enemies with exploding shells. However, it won't activate until a large amount of troops have been deployed."

Eagle Artillery is added on December 10, 2015, and that was part of Th11 update. Eagle artillery is activated when it reaches a certain capacity amount of troop that was deployed.

During a defense, the Eagle Artillery remains dormant at the start, and activates only after a total of at least 150 housing spaces worth of troops. Eagle Artillery will light its eyes at first after 120 housing spaces worth of troops. Clash of Clans website posted.
